Were the English colonies such as Plymouth and Jamestown allowed to directly trade with other countries? Or did trading only occur between the colonies and the English government?

When the first Englishmen settled in Jamestown and in Plymouth, Massachusetts, England did little to direct their trade. As the colonies grew more prosperous, however, England began to enforce her mercantile ideas.
