The legislative branch of government contains the parliament - the body with the legislative power to make laws. It also declares war, regulates interstate and foreign commerce and controls taxing and spending policies. All legislative power in the government is vested in Congress, meaning that it is the only part of the government that can make new laws or change existing laws.
