The treaty was outlined during the Paris Peace Conference in the spring of 1919, and this was influenced by the national leaders known as the “Big Four" David Lloyd George from Britain, Georges Clemenceau from France, Woodrow Wilson from the United States, and Vittorio Orlando from Italy. The first three made the important decisions.

The United States rejected the Treaty of Versailles due to the opponents of a group of senators called the Incompatible, who believed that under the terms of the agreement, the United States would lose too much of its autonomy to the union of Nations.
