Can anybody tell me the language technique of this quote?

And do you have any interpretation on it? (if not thats fine, i just need the first question answered)

The language technique that is being used is in the form of a hyperbolic sentence. The interpretation of this really depends on the context it is being used in. However, from this sentence, I would say that this means if you do not give people boundaries, they will not know their limits.
