Explanation:

Triangle SRV is congruent to triangle STV, so SR would be equal to ST, which is 17. Since SV creates a right angle when it bisects RT, we know the they both share a right angle. We also know that the the side created by SV is the same for both. Since they told us that RV equals VT, we know that the triangles are congruent by the SAS (side angle side) rule. Hope this helps!
