Answer:

Even though freed slaves were indeed, "free", the Black Codes were put in place to restrict African Americans and compel them to work for low wages. The Union victory gave more than 4 million slaves their freedom, but that came into question in the south. Under Black Codes, many African Americans were required to sign yearly labor contracts and if they refused, they risked being arrested, fined, and forced into unpaid labor.
