Representation of each Territory in the House of Representatives is to be determined by dividing the population of each Territory by the quota determined for the States. ... When the division returns a remainder greater than one half of the quota, a Territory is entitled to an additional House of Representatives seat.

The House of Representatives is proportional to the population of the state, while the Senate is two per state.
