since we are dealing with a square, then the length and the width are congruent

so we can say that, for this case:

a = length * length

hence

196 = length^2

14 = length

and

14 = width

since only 3 sides of this square are needed, one only has to multiply the length by 3

14 * 3

=42

so only 42 meters of fencing are needed
