Venus is an inferior planet. Because Venus is so close to the Earth and lies nearer to the Sun, it shows phases, similar to the way the Moon does. It also is closer to us near inferior conjunction (bigger) than at superior conjunction (smaller), and so its angular size changes as the distance between us varies.
