Given expressions:

5x -2 > 19 - 2x

3x -5 < 5x - 3

Simplifying;

a. 5x -2 > 19 - 2x ;

Collect like terms;

5x + 2x > 19 + 2

7x > 21

Divide both sides by 7 to give;

x > 3

Not if we divided by a negative value, the sign of the inequality changes.

b. 3x -5 < 5x - 3

Collect like terms;

3x - 5x < -3 + 5

-2x < 2

Divide both sides by (-2), note, the sign of the inequality changes;

x > -1
