Question: Smoking is allowed when a person uses oxygen, as long as the person smokes in the designated smoking area away from the oxygen.

My reading assignment says “residents have the right to smoke. Check for a facility designated smoking area-away from oxygen”
But it doesn’t say that the resident is smoking so I’m thinking that it’s false...

It’s false because if they smoke while they are oxygen it can ignite.
