She graphed it correctly.

The inequality
3y \le 2x is the same as
y \le (2)/(3)x after dividing both sides by 3 to isolate y.

From here you graph
y = (2)/(3)x which is a straight line through (0,0) and (3,2). This line is made solid because of the "or equal to" as part of the inequality sign above.

We shade below the solid boundary due to the "less than" portion of the inequality sign.
