For what persons or populations may BMI not be an accurate measure of overweight or obesity?

Muscle weighs wayyyy more than fat so 5 pounds of muscle will not look the same as 5 ponds of fat. So the way to find out how healthy someone actually is, would be by measuring they’re body fat percentage as well as monitor their cholesterol levels and such.
