Can somebody explain the Canadian throne speech, and why the political parties have to vote yes? i don't get a single thing

it opens every new session of Parliament and it introduces the governments direction and goals, and outlines how it will work to achieve them. is this canadian throne speech about 2020? because if so, they might have to vote yes because of the coronavirus.
