C. It forms 4 strong bonds.

Though Carbon doesn't make the strongest bonds, the fact that it can make 4 bonds gives it the flexibility to make very complex molecules while the other virgin elements can only make 1, 2 or 3 bonds. Also the abundance of carbon also helps a lot.
