They are likely to take advantage of it because the EEZ is small, so it is easier to bypass, and The Gambia is a poor country that does not have a powerful navy to enforce its territorial waters.

Brazil, without a doubt. Brazil is not only a lot larger and more populated, but also much more developed and powerful. The Brazilian military and navy has better equipment to enforce its territorial waters.
