The lesser placed value becomes smaller.

Explanation:

In rounding off, we seek to approximate to a nearest digit as the case may be.

For example in approximating 7956 to the nearest tens, we have 7960.

Now in the initial number 7956,the lowest place value is units which is 6 followed by 5 tens then 9 hundred and 7 thousand.

So when approximating, usually, the lower place value, becomes smaller.
