This is because;

1. Water have high heat capacity than the soil and this make it to take long time to heat up and cool which make areas near it have moderate temperature and transfer of cook air.

2. Air that is around areas near water will be much cooler from transfer of energy between water and air, while air that circulate above areas far from water will heat up much more quickly. Therefore, areas near water have more moderate temperature because water is nearby to regulate the temperature and keep it more constant.
