There is an army marching towards your city you need to raise a defending army build walls around the city and this has to be done fast. Which government would you pick for this situation?

I think the best form of government to have in this situation would be an autocracy. I say this because the ruler would be able to order the upper classes to contribute to building the wall. Hope this helps.
