if water is limited in an area, how do you think water should be allocated? should it be used to support agriculture, or used in cities to spur economic growth? do you think population or new construction should be limited based on the water supply?

Water should be allocated and mainly used to support agriculture as food is needed to sustain life. Considerations to limit both population and new construction should be made based on the water supply.
