I'm going to guess that

you're suppose to put how many electrons are on each shell by the atomic number of the element.

for example: Oxygen is represented by O on the periodic table. Its atomic number is 8. So there would be 2 electrons in each of the 4 shells because 2 * 4 = 8 ( the atomic number)
