Why did the Declaration include the idea that all people have the right to change their government?

The Declaration had this idea because the Founders didn't want a corrupt government to overrule the voices of the people. If people began to hate how the government was governing them, they could vote them out and pick a new one that fits their interest. The Declaration talks about We the People, not we the government.
