I cant really explain this from the top of my head but i do know that if the forces were the same, the objects velocity will remain constant, but if the forces are unbalanced it will either slow down or speed up the objects velocity. an example would be tug of war i guess

Gravity is creating a downward force that is equal to the force of the table pushing up. There are balanced forces (gravity and upward push of table) holding the ball in place.
