Answer: 2/3 cups

Explanation:

To find out how many cups of baking soda are needed for each cup of vinegar divide the number of cups of baking soda by the number of cups of vinegar

2/3 = 0.6666..

Which means you need 2 thirds cups of soda for each cup of vinegar.
