A state becomes good if its people are good as it depends upon people, if the state's people are good then the state will have good qualities, and if the peoples of the state are not good then the state would have bad qualities that's why we can say that the state's people make the quality of state.

A state becomes good if its people are good means that a state is only a state if there are inhabitants in it and the inhabitants are the people who make the state and if the people are good then the state is good.The people are a representative of the state so if they are good then the state becomes good.
