How did marijuana use become constructed as "deviant"? What

motivated lawmakers to label it as such?

Marijuana became considered deviant because back when it started becoming increasingly popular in the 70s/80s, the people or so called “hippies” that were using it were people that went against the norms of society and acted in ways that people of power did not approve of, and therefor labeled it as “deviant” behavior. It can also be due to the fact that it is a mind and behavior altering substance that apparently causes memory loss & other things that would be considered bad by officials and lawmakers.
