equastion is y = dx + e

+) Because it perpendicular y = \dfrac{1}{6} x + 3

d \times \dfrac{1}{6} = -1

<=> d = -1 : \dfrac{1}{6}

<=> d = -6

=> y = -6x + e;

+) Because it contains the point (-3; 23)

=> 23 = -6 \times (-3) + e

<=> e = 5

=> y = -6x + 5
