Answer:

-small group of individuals exercise power over the state

-government is not constitutionally responsible to the public

-public has little or no role in selecting or removing leaders from office (more leeway for leaders to dictate policies)

-individual freedom is restricted

-might be institutionalized and legitimate

defined by their amount of freedom and equality
