The action Kennedy was referring to was to the action of military intervention in Cuba to prevent the launching of the missiles with the nuclear war heads into US.

What Kennedy was implying by stating "minimum necessary" was that, of avoiding an all nuclear war. If the worst should occur, he is willing to launch a nuclear bomb on both Cuba and the Russian country that armed them which he is trying all his possible best to avoid.
