How did Pacal gain territory for his city-state of Palenque?

Palenque is a Maya city state found in southern Mexico.

Janaab Pakal, also called Pakal I ruled the city of Palenque as a result of a political agreement. He was never crowned a King but ruled the city and then after his death his Sister assumed his post till her sons were old enough to rule the city and he was the first in his lineage to be crowned a King.
