First calculate the smaller cylinder (It really doesn't matter which you do first though) by finding the area of it. Do this by multiplying (pi)(radius)^2 or (pi)(3)^2 because the radius of the smaller circle is 3. Once you do it multiply by 18 to find the cylinder area. Do the same steps for the big circle (10cm in diameter) and then subtract the smaller cylinder from the bigger cylinder.
