Please let me assume the word "cauruses" is mistaken for "caucuses".

Answer: This tends to give more power to the POLITICAL PARTY GROUP.

Explanation: Since the primaries of all political parties; which are done by only the party members, will produce the president of the country. This means that all the presidential candidates in a country are the willful interest of a particular political party. Which will bring more power to the party members of such political party, if they candidate wins the general election.

This is the reason why caucus members of the candidate that lost the general election, will always attack caucus members of the president, in the sense to limit their power.
