To starve the people inside the city out by blocking the roadways and preventing food/water/resources from getting to the city that is being seiged

In simple words, a siege is when a city is surrounded and their supplies are cut off. As long as we've had cities and fortresses, we've had siege warfare. The defenders have to wait it out. The attackers have to find a way to starve them, to thirst them, or just make them give up.
