In 1787 Framers have created two branches in legislative assembly. U.S. House of representative established as lower house and U.S. senate as higher house. When any new law is proposed both houses need to arrive at a consensus as they did not want any part of government to be more powerful. As there are two houses they keep check and balance on each other.
