Although failure to vote is not punishable by law, how could voting be considered a responsibility of all citizens?

Answer:

Voting is a way to know how the country feels and therefor every adult citizen is expected to vote. It's a responsibility because every vote counts and if not enough people vote then the government can't correctly dictate which candidate is favorable by the people.
