Knowing what you have learned about where most of the Civil War was fought, why do you believe that construction and transportation were issues that the South felt passionate about in any proposal? Use your prior knowledge to answer this question.

Because it was fought in the South, their transportation and buildings were destroyed. Because the south wanted the rebuilding which was part of the piece proposal.
