The least amount of money he can have is 21 cents

Explanation:

Reason is because a penny is 1 cent, a nickel is 5 cents the dime is 10 cents, the quarter is 25 cents. So if one of the coins has to be a penny then you go up the next value which is a nickel. you only have four coins left so if you make them a nickel, he least amount of money Gerry can have is 21 cents.
