Explanation:

I had to double check, but a cone that is off center, called an oblique cone, is the same formula as a normal cone. Of course you have to use the height from the base to the tip of the cone, so it won't be over the center, as you see here.

The formula for the volume of a cone is (1/3)*h*pi*r^2 or in other words the area of the circular base times the height. So let's plug in.

(1/3) * 9 * pi * 7.5^2 = 168.75*pi cm^3
