Explanation:

A linear transformation will be the opposite of what contained in the parentheses( (x-5)^2 will be a regular line x but +5 units along the axis.

Therefore the variables contained in the parentheses will then correspond to the transformation, so it will be shifted +5 units along the x and -3 units along the y.

The radius is simply the answer square rooted which is 14 units in this case.
