Why it is important to consider the circumstances of the Juveniles, instead of looking at the crime they committed?

Answer:

Because a Juvenile is under the age of 18 their minds are still developing and are extremely impressionable so in most cases a juvenile's behavior or actions are often a reflection of their lives at home.
