The Supreme Court agrees to consider a case in which at minimum four of a Supreme Court's nine Judges vote to issue the Certiorari Appeal. The argument would be heard by the Supreme Court whether four Justices decide to approve the appeal.

A Letter Habeas appeal is a motion the court to consider the lawsuit. Usually, the courts would approve the requests in situations that are particularly special and pose a legal question that will be deemed wide ranging around the world.
