Instead of going to booths and privately voting they have gatherings/ parties where they will vote in the open by choosing a candidate they support and standing in the designated spot in a part of the room and this way people from there designated areas can influence people into changing candidates and talk about it. then going into the second phase they tally the two highest voted candidates and vote again.
