The first fraction of 1/6 is related to the whole day, it states that from his whole day Tom spends the sixth part working on flowers, while the second fraction of 2/3 is related to the amount of time Tom spends working on flowers so it states that of the time he spends working on flowers two thirds is adding mulch. In order to find out how the fraction that represents the time he spent adding mulch relates to the whole day we should multiply it by the fraction of time he spends working on the flowers. So we have:

Fraction of the day adding mulch = (Fraction of the day working on flowers)*(Time adding mulch)

Fraction of the day adding mulch = (1/6)*(2/3) = 2/18 = 1/9
