Choice D, as in November of 2000, the supreme court ruled against Florida considering a local-level recount, calling it "unconstitutional." This was a result of poor ballot designs, called the "punch-in ballots" of the Florida ballots of the 2000 Presidential Election. This lead to many ballots being punched-in incorrectly.

Bush v. Gore, 531 U.S. 98 (2000), was a decision of the United States Supreme Court that settled a recount dispute in Florida's 2000 presidential election. The ruling was issued on December 13, 2000. On December 9, the Court had preliminarily halted the Florida recount that was occurring.
