Why did congress not pay war veterans for their service

Some denied the idea of paying unemployed veterans $20 a week because they thought it diminished the veterans' progression to look for work. Others questioned the concept of sending battle-hardened veterans to colleges and universities which, were usually only reserved for the rich.

Paying 20$ a week to an unemployed veteran may not seem that bad but think of the millions of unemployed veterans, the amount paid from Congress can turn into 20,000,000+ a day.
