Usually someone who works for the government (the justice department) wouldn’t have to deal with everyday altercations like breaking community rules. In this society, the government is really controlling. So much so that something as small as breaking the community rules would be brought to the justice department.

Answer:

Mother Jonas' mother is an intelligent, sympathetic, and understanding person. She holds a prominent position at the Department of Justice. One of her job responsibilities is to punish people for breaking the strictly enforced rules of the community.
