The purpose is to understand the stages and the process.

Genocide is a process that takes place in ten stages that are predictable, but not inexorable. At each stage, preventive measures can prevent. The process is not linear. Logically, later phases must be preceded by previous phases. But all stages continue to function throughout the process.
