Answer: Madison believes that the national government should be federal, because if it was more powerful compare to the states that would increase the probability of duration, happiness and good order. Madison tries to explain what it means that we have a national government in a federal system to mean that the national government should be federal because if its possessed more power than the states , it would result in the increase of happiness and good order.
