Articles of confederation:

The Articles of Confederation is an agreement signed by the thirteen colonies of the United States of America. At one point it served as the first constitution of the United States of America.

It was ratified by representative of all thirteen states after which, it came into effect. This was made to preserve and protect the integrity and sovereignty of the states. However the central government gave more power to the state government, thus making it weak.
