It is Passive acceptance of racism, There was no reason why she needed to say black people unless she wanted to downplay them. She is being racist because she saying that only black people have this type of texture. If her friend made a joke like this then she would do worse jokes like calling black people monkeys (aka N's that the definition of the N-word monkey).
